Scheme section 10 - Supported Status. It has been highlighted and agreed that their is no option for the CC to be able appeal an initial decision of Supported Status taking effect. Propose that the following be added as follows:
10.4 An initial decision on supported status can be appealed in writing to the Chief Governance Officer of South Ayrshire Council within 14 days of the decision being notified to the Community Council (the initial notification and any appeal should be in writing, in the form of a dated formal email and/or letter).
10.5 Any decision taken on an appeal by the Chief Governance Officer should be made available within 28 days of the dated receipt of said appeal. An appeal which is upheld can conclude with the Community Council’s previous status being re-instated.
10.6 Following an appeal not upheld, or not submitted within the 14-day timeline of an initial decision, the Community Council will revert to the status of a steering group.

I like the new list of approved items that can be purchased using the Administration Grant. I am pleased to see that the CC's are unable to use the Admin grant to give donations to local groups as this can be done by fundraising efforts.

It is good to note that the Draft Scheme has changed the rules for a quorum from 50% to 33%. This brings SAC CCs into alignment with the rest of Scotland.

It is essential that this Draft is not simply adjusted and then seen as complete and agreed. It must be again put out for consultation.

The old Scheme and the new Draft Scheme contain sections covering internal and external complaints. Whilst Officers and Members of SAC have access to HR and Legal, CCs have no such support; there should be similar access.

There are instances of repetition between the Scheme and the Guidance (eg areas). Again, whilst this is no different to the current Scheme, it was an opportunity to make the relevant adjustments.
The guidance is also being reviewed and the view is that there should be no further duplication. This is one of the main things that was worked on in the review of the Scheme.

There is no X referencing between the Scheme and the Guidance (or Guidance Appendices). Whilst this is no different to the current Scheme, it was an opportunity to make the relevant adjustments. In the absence of X referencing, as a minimum the paragraphs should align.
As an example of important X referencing: Declaration of Members’ Interests (Draft Scheme 2.22) (Current Scheme 8.3) (Guidance 4). In this example it is essential that Members are fully aware of the Guidance paragraphs.
Once the Scheme and Guidance content has been approved both documents will be x-referenced.
